Harpy is a winged humanoid who likes to sing, even when she's talking. In the original Puyo Puyo and Puyo Puyo TSU, her singing wasn't bad, but she just didn't stop singing long enough to pay attention or respond to the other person. From Puyo Puyo SUN onward however, her singing voice was changed to be awful, and her gag became singing badly, rather than constantly singing.
Arle implied that she liked Harpy's singing in Puyo Puyo TSU, saying that Zombie's Guitar was "Not as good as Harpy, but still pretty good." However, when she heard Harpy's singing again in Minna de Puyo Puyo, she complained of how horrible it was.
In Puyo Puyo 7, Harpy and Witch make a cameo appearance. You can see them by replaying Draco's stage in story mode as Amitie. They appear briefly in the cutscene before Draco challenges you.
As to Skeleton T and Nohoho, Yu might have been the fever replacement for Harpy, both stacking their puyo to sides and both being flying singing girls.
In one short Puyo Puyo animation, she tries to teach Seriri how to "sing", thus ruining Seriri's beautiful voice, much to Arle, Draco, Nasu Grave, Zoh Daimaoh, and Skeleton T's dismay.
In Dr. Robotnik's Mean Bean Machine and Kirby's Avalanche Coconuts and Broom Hatter use her dropset.
